Consider a two step plan in combating this habit- keep the shoes off the floor and make sure the entire family is on the same page when it comes to training the puppy. You may choose to put the puppy outside when it bites shoes, or to tap it on the nose while saying no. If you choose one of these methods just ensure that every one in the household is using the same method.
