Hard Drive Diagnostic Virus is not a legitimate antivirus Program but itself a malware, more precisely a new kind of fake antivirus program from the same family of Win HDD, HDD Defragmenter, HDD Scan. The only variation being the center files are altered a few and the name is changed to hide it's detection by real Antivirus programs installed on your personal computer.
This program is spread-out with the help of trojans. When the trojan is started, it will automatically download and install Hard Drive Diagnostic Virus onto your computer without your permission and knowledge and set up it to run when you restart Windows.

Otherwise Get Reimage license by going to PC Reimage in order to get rid of Hard Drive Diagnostic Virus.
If you can`t run the IE, then you should repair the proxy settings of Internet Explorer.
Run Internet Explorer,
Click Tools -> Internet Options
Choose Connections Tab
Click LAN Settings button.
Uncheck "Use a proxy server" box. Click OK.
Click Apply.
